Specific Responsibilities:
Incumbent conducts analytical studies of military command and control (C2) systems and networks which may lead to recommendations to improve U.S. Joint Forces Command and JSIC operational effectiveness and improve the accuracy and completeness of information provided within the C2 knowledge management system, i.e., the C2 Registry (C2R). This involves:
Maintains and/or monitors the C2R system to ensure expedient review, processing, editing, duplication, issuance, cancellation, and/or distribution.
Analyzes, assimilates, compiles, and evaluates information relating to defined C2 systems and their application within the military community.
Participates as subject matter expert in on-going workshops, war games and experiments to identify and assess potential war fighting concepts and prototypes.
Develops and/or prepares briefings, analyses, summaries or C2 system’s articles reports which may include narrative, tabular or graphic materials.
Conducts functional training to user groups, collects user comments; participates in system requirements gathering, and writes technical manuals.
Basic Qualifications:
These are the basic qualifications a candidate must possess to effectively perform the essential functions of the position:
Minimum Bachelors degree in Computer Science, Information Systems, Engineering, or other related discipline from an accredited college/university; or a minimum of fifteen (15) years specific and related responsible command and staff experience in the U.S. Military inclusive of the following (may be gained concurrently across several positions).
Facilitates the injection of Service and Joint operational, system, and technical architectures into theC2R. Updates critical information and makes available to the staff, assessment planning teams, and laboratory support teams.
Experience: Demonstrated experience with Service and joint C2 computer systems, which may include JTF, CINC, and component levels; Demonstrated experience in the preparation and execution of detailed computer system analysis, including interim and final reports and presentation of analysis data; Demonstrated experience in development, test and evaluation of computer systems.
Strong conceptual and analytical skills, to include the ability to assess system performance and usability.
Strong oral and written skills and dexterity using Microsoft Office products.
Must have an active Secret security clearance.
Must be a U.S. Citizen.
Preferred Qualifications:
Military experience in Information Assurance, computer security, computer network defense, and network operations.
Military experience in command and control systems, networking, policy, and application.
Large computer system operations and systems administration.
Computer system administrative background to include help desk and systems monitoring.
